Position Summary
The Director of Grants Management will provide leadership, coordination, and technical assistance to program managers of all external grants, school leaders and other district level staff to ensure the LEA’s eligibility for federal, state and other sources of funding through effective implementation of all Consolidated grant programs and other external grants as required under federal and state statutes, regulations and guidelines.

Essential Duties and Responsibilities

    • Designs, implements, analyzes, and updates, as needed, procedures to facilitate the effective
    • management and operation of all grants including but not limited those within the consolidated application.
    • Establishes effective practices, procedures and timelines to ensure consistency in grant application process, program implementation, program evaluation, compliance and accountability to external grant operations.
    • Utilizes grant tracking system and process to disseminate CFO approved allocations to schools, assist schools with expenditure planning, review reimbursement requests for compliance with grant directives and coordinate with accounting to submit approved claims and provide schools with status updates.
    • Manage document management system to efficiently and effectively compile and maintain student performance data, compliance documentation, and internal control measures as required in the Uniform Grant Guidance.
    • Directs and provides technical assistance for the development, implementation and evaluation of the school-wide plan.
    • Directs and supervises required services to include but not limited to parental involvement/communication, equitable services for non-publics students, homeless students, and English Language Learners as required under and other grant requirements.
    • Develops the district goals and action plan (school-wide plan) to ensure that all consolidated plans and of other external grants are effectively implemented; budgets are expended appropriately and timely; and relevant fiscal and programmatic requirements are addressed and met.
    • Monitors program operations to ensure the effectiveness of Consolidated Programs and those of other grants awarded to the Orleans Parish School Board.
    • Participates in quarterly reporting of the status of all program implementation and grant expenditures.
    • Supervises and monitors school and district level grant funded activities to determine level of compliance with applicable statues and regulations governing Federal and other externally funded programs and makes recommendations and/ or commendations for continued improvement in the district's operation of grant management.
    • Provides district personnel and community with an interpretation of Federal, State, and Local and other grant guidelines, statues and regulations consistent with standards set at the Federal level.
    • Works collaboratively with district administrative departments to ensure accountability with all and other external grant program requirements.
    • Conduct reviews of OPSB policy and procedures for updates as needed.
    • Performs other duties as required.

Education and Experience

    • Master’s degree in education and/or Business Administration preferred or similar professional experience.
    • A minimum of three years managing education related Grants Management.
    • Must be computer literate and have at least average skills with Microsoft Word, Excel, and PowerPoint.
$65,400 - $85,400 a year
Salaries are determined by educational background and/or relevant years of experience.

Performance Evaluation
The employee will be evaluated based on the above position using either two methods: via COMPASS or a NOLA-PS evaluating instrument. If the employee holds an Educational Leadership certification, he/she will be evaluated via COMPASS to ensure renewal of certification.
