Job Summary

The Director of Disaster Recovery and Compliance oversees the administration, implementation, and management of all federal grant funds awarded to the Authority and ensures the Authority's compliance with local and federal regulations (in accordance with federal guidelines for grants management and the federal Single Audit Act), and covenant and financial requirements.Β Responsibilities may also include serving as an expert on policy, grant management and regulatory issues, developing written materials, managing staff, providing training and technical assistance to staff, and working directly with local and federal agencies and senior staff.Β  This is a Senior Level Territorial position.

Essential Duties & Responsibilities

  • Provide overall leadership of the Disaster Recovery (DR) Team and directs all DR staff and subject matter experts to develop and implement policies and procedures to support the Authority's disaster recovery efforts across the islands in compliance with all applicable federal and local regulations.Β 
  • Reviews and monitors federal programs to ensure compliance with local and federal policy, regulations and procedures.
  • Evaluates and audits federal grant programs and ensures the resolution of audit findings and exceptions.
  • Develops, monitors, updates, enhances and maintains a computerized grants database and grants management tracking programs.
  • Coordinates research into grant reporting requirements, OMB Circulars, the Code of Federal Regulations and other documents relative to Grants Management; conducts the EO12372 clearinghouse functions including preparing and delivering testimony before the Legislature.
  • Β Oversees administration of federal funds awarded though the Authority; plans, conducts and promotes evaluation efforts for the assessment of federal grant objectives and performance.Β 
  • Coordinates with recipient and granting agency to facilitate the award and utilization of federal funds.Β 
  • Develops and conducts programs and training for monitoring grantees/sub-recipients, program staff and departments and agencies activities to ensure adherence to established administration policy regarding the Authority's use of federal funds and the timely expenditure of program funds.
  • Coordinates activities relating to the audit of major federal programs under the Single Audit Act of 1984; prepares the "Status Updates of Prior Years Audits" Report and the Corrective Action Plan for each Single Audit an assist with the resolution of audit findings and addressing recommendations following audits by the US Inspector General and the Inspector General of the Virgin Islands when requested to do so.Β  Performs audit follow-up to ensure implementation of corrective actions.
  • Develops, prepares and reviews financial reports, cost and economic analyzes and other specialty reports to ensure compliance with local and federal regulations and covenant requirements.
  • Support CFO and work collaboratively with the Authority's departments to implement DR and other grant programs.
  • Serve as the primary liaison between the Authority and federal grantor agencies.
  • Work with the CFO to develop standard operating policies and procedures to improve the efficiency of program administration and to ensure compliance with local and federal regulations and covenant requirements.
  • Review reports submitted by program staff and incorporate into reports for the CFO.
  • Assign and direct the preparation of grant award letters, and other correspondence to grantees, partner agencies, etc., and review thereof prior to presentation for signature by the designated agency official, if required.
  • Work with Accounting and the External Auditor to prepare the Schedule of Expenditure of Federal Awards annually to ensure the timely completion of the Authority's A133 audit of federal programs.
  • Oversee the selection process for all federally funded projects.
  • Assist with compilation of information and development of reports required for all reporting requirements.
  • Supports the CFO in interactions with the Authority's financial advisors, bond counsel, disclosure counsel, and the Authority's Consultants and federal grantor agencies.

Required Knowledge, Skills & Abilities

  • A working knowledge of local and federal regulations governing the federally funded Disaster Recovery Programs.
  • Previous grant administration experience.
  • Previous managerial and supervisory experience.
  • Demonstrated leadership including the ability to motivate staff.
  • Demonstrated ability to multi-task, work collaboratively in a team-oriented environment, and problem solve.
  • Computer literate, including Microsoft Word, Excel, PowerPoint, and Outlook.
  • Excellent verbal, interpersonal, and written communication skills.
  • Ability to work in a fast-paced environment.
  • Strong analytical, problem-solving, and decision-making capabilities.

Education & Experience

Bachelor's Degree from an accredited college or university in Business Administration, Accounting, Finance, Engineering, Public Administration, or a related field, or a bachelor's degree plus commensurate experience in those fields.

Master's Degree from an accredited college or university in Business Administration, Accounting, Finance, Engineering, Public Administration, or a related field desirable.Β
